Breathing Air Compressor Bid Package Checklist

The heart of any defensible bid package – vague specs invite non-compliant submissions.

  • Maximum working pressure – Clearly state rated output pressure (e.g., 6,000 PSI / 414 BAR for SCBA applications)
  • Delivered flow rate – Specify minimum required flow rate at rated pressure to ensure operational adequacy
  • Number of compression stages – Multi-stage compression requirements should be explicitly stated for high-pressure applications
  • Drive type – State required drive type (electric motor / diesel / petrol) and any redundancy or portability requirements
  • Motor power rating – Minimum motor size must be specified to prevent underpowered submissions
  • Duty cycle requirements – Continuous, intermittent, or standby duty must be clearly defined
  • Ambient operating temperature – Critical for apparatus bays in varying climates
  • Noise level limitations (dBA) – Specify maximum allowable noise at one metre for enclosed or shared spaces

This is the most commonly omitted section – and the most legally critical for breathing air applications.

  • Reference air quality standard – Must cite a recognized standard (e.g., CSA Z180.1, NFPA 1989, EN 12021, or CGA G-7.1)
  • Maximum allowable CO content (PPM) – Carbon monoxide limit must be explicitly stated per the referenced standard
  • Maximum allowable CO₂ content (PPM) – Carbon dioxide limit must be explicitly stated
  • Maximum allowable oil content (MG/M³) – Oil carry-over limit critical for compressor type selection and filtration specification
  • Maximum allowable moisture content – Dew point or water vapour content must be specified – critical for cylinder and regulator service life
  • Filtration system specification – State required filtration stages, media type, and service interval requirements
  • CO monitoring / alarm requirement – Specify whether a CO monitor and alarm is required as part of the package
  • Air quality testing on delivery – State whether independent air quality test certification is required at commissioning

Failure to specify required certifications is one of the most common grounds for post-award legal challenge.

  • Pressure vessel certification – ASME, PED, or applicable regional certification for all pressure vessels must be stated
  • Electrical certification – CSA, UL, CE, or equivalent – must match jurisdiction of installation
  • Manufacturer ISO certification – State whether ISO 9001 or equivalent quality management certification is required
  • Local pressure equipment regulations – Reference applicable provincial, state, or national pressure equipment legislation
  • NFPA 1901 / NFPA 1989 compliance – For mobile or apparatus-mounted systems, reference applicable NFPA standards
  • Third party inspection requirement – State whether an independent inspection certificate is required prior to acceptance

  • Electrical supply specification – Voltage, phase, amperage, and disconnect requirements must be stated
  • Ventilation requirements – Specify minimum ventilation rates for the compressor room or enclosure
  • Footprint and mounting requirements – Floor space, anchor point, and vibration isolation requirements
  • Intake air source location – Specify required distance from contamination sources – vehicle exhausts, fuel storage, etc.
  • Interconnection to existing systems – State whether integration with existing fill panel or cascade is required and provide existing system details
  • Containment requirements – Specify whether a containment shroud or fill station enclosure is required

Comprehensive service requirements protect long-term operational readiness.

  • Minimum warranty period – State minimum acceptable warranty term separately for parts and labour
  • Local service capability – Specify maximum response time for warranty and post-warranty service
  • Parts availability commitment – State minimum required parts availability period post-purchase
  • Operator training requirement – Specify whether operator and maintenance training must be included in the bid
  • Preventive maintenance documentation – Require submission of maintenance schedule and service manual with bid
  • Factory-trained technician requirement – Specify whether commissioning and service must be performed by factory-trained personnel

Clearly stating submission requirements protects the issuing authority and ensures comparable bids.

  • Required bid documents list – Technical datasheet, compliance checklist, company profile, references
  • Minimum reference projects – State number of comparable installations required as references
